Deal for alleged child predator angers parent
COQUILLE, Ore.- Tracy Lee Kelso, 50, has been charged with nine counts of sexual abuse, two counts of sodomy, and possession of child pornography. Kelso allegedly abused victims as young as four years old.
The parent of one of the victims is outraged. Kelso was released after being in jail just one day because the deputy district attorney didn't have the completed file to charge him.
Now the parents have learned Kelso may be offered a plea deal.
"Put him in front of a jury of his peers and let them decide, Joshua Hickman, a parent of one of the victims said." They can choose to convict him of all charges, they can choose what charges they have enough evidence to convict him on but at least in that case the DA can go to bed at night knowing he did everything he can for these victims."
Hickman says his daughter is terrified of facing Kelso and is upset the man who started abusing her when she was five is not in custody.
"Its just not that simple," District Attorney Paul Frasier said. "Yes he is accused of these crimes but lets say for example he is truly guilty. Is it better going to trial and possible loosing it or making him an offer and holding him accountable?"
Frasier said the other two victim's families are in agreement with the deal.
Kelso will be back in court September 5th for a change of plea hearing.

So here is where we are at right now we have 194 signers of the petition world wide(that's right world wide) . After the The DA's Office was Contacted by KCBY like with in a hour the DA's Office called me and set up a Meeting For 8/20/2012 at 2:00pm where they want to know meet in person with me and my wife... We have asked that any member of the Victims Family's wants to be there then to please meet me at the Court house at 1:45 I will have a reporter with me for a print media and they will Either talk to all of us or none of us if they Choose the later of the two then we will hold A protest on the lawn of the court house. District Attorney Frasier has certainly made some real loopy calls and deals maybe its time for someone that is a little more of a go getter.

Crimes against children is a horrifying and terrible thing. They will forever have to deal with that memory and will create emotional as well as social issues. If they are going to let any pedophile wander free until trial, medical castration and at home monitor (ankle bracelet) needs to be in order. No need for others to suffer. If it is proven that they are innocent, then extensive counseling.Â
When you involve MULTIPLE agencies, it is easy for something to get lost. It shouldn't but it does. Why was this not reported directly by the parent to the Sheriff's Office? Why would the parent wait 2 years? Why wouldn't the parent follow up every week until they knew that everything had been handled? Â Why was the child left left with Mr. Kelso? I think there is way more that meets the eye, and I hope that everything can come out in the end.Â
 @Coquillian We had asked every cop in town and had even asked the Metal Health people weekly she had reported to they had said that it was being looked in to but it never really was at the time she had reported the Coos County Sheriffs office was under What they Called "Budget cuts" the they were cut Deputies first the Jail staff so we try again every 2 or 3 months for the first year never getting any where then we got her in to a church where she felt safe and loved by everyone and the daily nightmares started to fade. I was seeing Chelsea starting to get more comfortable  Police we had talk to in town kept telling us to just wait just wait they would call us when they had any info no calls ever came in the 6th month of this year it was like the 1 or 2 when Mike Norris Called us
Why is there even a question about making deals with Child Sex Offenders. They try to instill the fear that theres a "chance" these offenders won't be convicted to justify making these "plea deals" when in reality, the word "plea deal" should NEVER be an option for these monsters!!!!!!!!! WHERE IS THE OUTRAGE? This man is a 3x pedophile! This case should be presented to a jury before a court of law ~ what jury WOULDN'T find this man guilty??? Statistics show that 1 in 3 girls, and 1 in 5 boys, are molested before the age of 18..... and these stats only account for the victims who come forward and expose their abusers! We must stand up for our children!!! These victims deserve justice. NO PLEA DEAL!!!

We are not the only family that is unhappy with the Plea deal I have talk to all of the family of one other victim and the mother states along with her family that they were never even asked what they though of the offer in fact the the DA's Office has not even given her the chance to express her views in the case. As for this same Victim I spoke to the Father to day at the Coos County Court House where I was there on a matter that is the custody time parenting and support for the victims mother, Where the Victims Father Said the same thing We are saying that he was told it didn't matter if he was in agreement with the plea offer and He states that Tracy Lee Kelso showed not be given a plea offer and that he was not given the right to choose he was Bullied by the Coos County DA's Office by the same woman the we were bullied by a one Erika Soublet (please call 541-396-7550 or email her direct at esoublet@co.coos.or.us.) and was told it was nothing more then a Courtesy that she was even calling and would do as she wanted with the case of State of Oregon V Tracy Lee Kelso.
As far as the Third Victim I have not spoken to her or her Mother But the Mother of victim3 know where I live and can contact me any time she likes.
It seems to me that the Coos County DA's Office is just not Doing there Job in this case It took over 2 years from the time my daughter reported the abuse at Coos County Mental Health were they clam to have turned all this disclosed info over to CSD (Children Service Dev) and the Coos County Sheriffs Office. When I was first Contacted by Mike Norris of the Coos County Sheriffs office he had told me and my wife the fact was the report my daughter give was NEVER investigated do to the fact "it slipped though the cracks" when ask how that was he said "he was not with Coos County Sheriffs Office at that time but Believe that is one of the reasons he was brought in from Douglas County,Oregon" and the only reason it was being looked at know was because of the Victim #2 report.
This is not fair my daughter was not only let Victimized by Tracy Lee Kelso but the forgotten about when she finally had the COURAGE to report the Sexual Abuse but again Coos County Failed her and she has had to live each and every day knowing the man that hurt her so much was still in the community and still free die to the Failing System with in the Coos County Sheriffs Office and DA's Office Please this is not fair the County is not being A Voice For The Victims.
I understand the County Is poor and they Don't want to cut in to Paul Frasier the elected District Attorney for Coos County pay or that of any other Staff member to help cut the cost so the Coos County Sheriffs office can even add a Sex Crimes Detective full time then maybe Case would not fall though the cracks so easily.
Put I do want to mention the fact the Paul Frasier is a ELECTED official and thinks he has job no matter what maybe something for the votes to look at.
