COOS BAY, Ore. -- The Coos Bay Police Department is advising the community about a predatory sex offender that will no longer be on active supervision.
The department sent a release on Tuesday, regarding Kenneth Dale Smart, 64, who resides at 245 9th Street in Coos Bay.
Coos Bay police say Smart has been convicted of first degree sex abuse and third degree felony rape.
According to the release, Smart used a position of trust to gain access to one victim, as well as threats. Police say he, "Used familiarity with the other victim to gain compliance."
Authorities say he targeted juvenile females between the ages of 7 and 10, who were known to him.
Coos Bay police say that according to Oregon law, communities must be notified any time a predatory sex offender will no longer be under the supervision of the Department of Corrections or a community corrections agency.
Smart is described as 5'11" tall and weighs about 165 pounds, with grey hair and blue eyes.

This individual may not knowingly communicate in any manner with a person under 18 years of age with the intent to commit a crime or for the purpose of arousing or satisfying the sexual desires of this individual or another person. This individual may not knowingly enter or remain in or upon premises where persons under 18 years of age regularly congregate (schools, child care centers, and playgrounds, other places intended for use primarily by persons under 18 years of age and places where persons under 18 years of age gather for regularly scheduled educational and recreational programs).
